Leadership Team

We are engineers and scientist with experience in oil and gas production, commercial fishing, and regulatory compliance. We have collected data on ~150 fixed platforms in the Gulf of Mexico. We were instrumental in the formation of Public Law Section 388 of the Energy Policy Act 2005, which was ratified into 30 CFR 285.1000 Subpart J - the legislation that allows retired oil and gas platforms to be used for alternate uses. 

Joey Husband
President and CEO

Joey is a 38-year energy executive whom has served in leadership roles delivering oilfield services, contract drilling, project management and energy transition ventures, both offshore and on land. His career spans a range of geographies including North and South America, the Far East, North Africa, the Middle East, and Eastern Europe. Joey earned his BSc Chemical Engineering from Louisiana State University.

Paul W. Sammarco
Chief Scientist

Paul is a former Executive Director at Louisiana State Universities Marine Consortium (LUMCON), conducting research in coral reef ecology for 40 years in the western Atlantic and Great Barrier Reef. He served as Director of Environmental Research, office of Australian Prime Minister and is an expert researcher for the US Department of Interior.  Paul holds a BSc Zoology, Syracuse University and PhD Biology, Stonybrook University.

Scott Porter
VP and Chief Operating Officer

Scott is an experienced commercial fisherman and former staff scientist at LUMCON with 32 years' experience as an investigative biologist and energy consultant on the Gulf Coast, with a concentration in estuaries and petroleum platforms. He holds a BSc in Marine Biology from Nicholls State University .

Steve Kolian 
Chief Regulatory Officer

Steve grew-up commercial fishing in the Gulf of Mexico and was a former visiting scientist at LUMCON. He studied marine aquaculture, artificial reefs, Japanese sustainable fisheries and marine stock enhancement. He has 20 years' experience in environmental assessments and regulatory compliance and holds an MSPH in Environmental Science, Tulane University.
